It has profound implications for everyones healthcare choices.

Just as everybody has a unique fingerprint, so is our response to various pharmaceuticals and other healing modalities. No reasonable person can expect a mass produced pharmaceutical to address all the subtle nuances of varying human physiology – but that is not stopping Big Pharma, the FDA, and Congress from trying to take away your right to individualized medicine.

If this legislation passes, federal regulators, not your doctor, will decide what medicines you can take. Do you really want to leave your customized medicine needs in the hands of bureaucrats in the government? We cannot stand idly by while our pharmacists and doctors are forced to become mere dispensers of a few heavily-advertised, one-size-fits-all pharmaceutical products.

Among other things, the so-called Safe Drug Compounding Act of 2007 would give the Food and Drug Administration the power to:

• Broadly eliminate the availability of many critical, commonly compounded medications that many patients rely on, such as bioidentical hormones for women, hospice care treatments for the terminally ill and customized medicines for children.

• Determine when compounded medicines are needed - a decision that has always been and should always be made by doctors.

• Restrict the compounded medications your doctor can prescribe even if he or she determines you need them.

If you want to maintain your freedom to make the choices you need with your health care professional, use the following copy and send as a letter to urge those who represent us in the U.S. Sentate and the House of Representatives.

I know that you are committed to protecting patients and, as a result, I hope that you share my concerns about the draft Safe Drug Compounding Act of 2007 that may soon be introduced by Senators Edward Kennedy, Richard Burr and Pat Roberts.

I rely on compounded medications. Without access to them, I will suffer.

The Safe Drug Compounding Act would restrict and possibly even deny my access to vital compounded medications, medications that my doctor has determined I need.

Edward H. Taylor, Ph.D., LICSW - Associate Professor School of Social Work, University of Minnesota

Edward H. Taylor, Ph.D., LICSW is currently an Associate Professor, and clinical researcher at the School of Social Work, University of Minnesota, Twin Cities Campus. He previously chaired the Mental Health Concentration Committee at the School of Social Work, University of Illinois at Urbana-Champaign, and the University of North Carolina, Chapel Hill. While at the School of Social Work, University of North Carolina, Chapel Hill, Dr. Taylor also directed the School’s Mental Health Resource Program, a specialized curriculum focusing on services for severe mentally ill clients and their families. He held a joint appointment at the UNC School of Medicine, consulting on difficult-to-diagnose children for the Child Maltreatment Program, and working with nationally known pediatric researcher Melvin D. Levine, M.D. at the Center for Development and Learning. His research at the Center focused on attention disorders, learning problems, and severe atypical cognitive development in young children.

Prior to his tenure at UNC, Dr. Taylor spent a decade at the National Institute of Mental Health’s Intramural Research Program. He began as a clinical social worker, providing psychosocial assessments and treatments for individuals with severe mental illness. He then served as Director of Admissions and Non-Medical Treatment Services, supervising the clinical work of all social workers, psychologists, recreational, occupational, and vocational therapists; and directing the recruitment and selection of individuals with severe mental illness who volunteered to participate in research. From 1987 to 1991, Dr. Taylor served as Assistant Chief of the Neuropsychiatric Research Branch, the only social worker ever to do so. In this position, he developed and supervised multi-million-dollar research budgets, chaired committees for planning and designing neuropsychiatric research, and conducted independent biopsychosocial research into relationships among developmental factors and the onset of severe mental illness.

Dr. Taylor has worked and researched with top neuroscientists from all over the world, and has published extensively on the subject of pediatric mental illness. He was one of four primary researchers who conducted the largest study to date on the biopsychosocial development of identical twins discordant for either schizophrenia or bipolar illness (“discordant” meaning that one twin was ill and the other had no history of mental illness). This research, sponsored by NIMH, has received international attention, and the resulting book, Schizophrenia and Manic Depressive Disorder: The Biological Roots of Mental Illness as Revealed by the Landmark Study of Identical Twins (1994, Torrey, Bowler, Taylor, & Gottesman), was published in the U.S., Europe, and Japan. Dr. Taylor’s research with twins has documented that:

1. Pregnancy difficulties, birth trauma, and early life events did not alter the age of illness onset, illness severity, early intellectual skills, or course of illness;

2. Non-DSM-IV symptoms (deficits in social cognition, gross and fine motor skills, and social-emotional behaviors) occurred in 30% of the ill twins by their fifth birthday;

3. Delivery and birth abnormalities occurred more often in the ill than well twins;

4. Social-economic-status did not explain differences in course of illness or neuropsychiatric and neuropsychological testing results.

He has also been quoted as an expert on youth/school violence and mental illness by Scientific American, Psychology Today, Eric Publications, ABC News, and numerous newspapers.

Dr. Taylor holds a Ph.D. in clinical social work from the University of Southern California, an MSW from the University of Denver, and a B.A. in psychology from Saint Edward’s University in Austin, Texas. He completed a Ph.D. clinical internship in child and family mental health at Thalians Community Mental Health Center, Cedar Sinai Hospital, Los Angeles; and also served as Chief of Outpatient Mental Health Services for the United States Public Health Service Hospital in Seattle.

Former Minnesota Congressman Tim Penny is the newly named President of the Southern Minnesota Initiative Foundation. Tim Penny represented Southeastern Minnesota's First Congressional District from 1982 through 1994. He served on the U.S. House agriculture and veterans affairs committees and the Select Committee on Hunger, heading the foreign agriculture and hunger subcommittee. While in Congress, Penny founded and co-chaired the Democratic Budget Group and drafted deficit-cutting initiatives. He continues to work in the areas of federal budgeting, agricultural policy, trade issues, and rural development. He is a board member and policy chair of a budget watchdog group, the Concord Coalition, and is an advisory board member for a clean-campaign project, the Minnesota Compact. Co-author of two books, Common Cents and Payment Due, he is a regular public speaker, radio commentator, and editorial writer. Penny has a Bachelor of Arts degree in political science from Winona State University.

Former U.S. Congressman believes Foundation is “a change-agent” in the region

OWATONNA, Minn., March 27, 2007 – The board of trustees at Southern Minnesota Initiative Foundation (SMIF) has named Timothy (Tim) Penny as its next president. Penny becomes the third president since 1986, when SMIF was established by the Minneapolis-based The McKnight Foundation to foster growth and vitality in southern Minnesota communities. Penny was selected from a national pool of candidates after a year-long review process by a search committee that included current and former board members. He will begin serving as president in April.

“As we recently celebrated 20 years as a foundation, we are thrilled to plan for our future with Tim Penny as our new president,” said SMIF board chair Dan Bonneur. “Tim is a leader and visionary in Minnesota and the nation, and his depth and breadth of experience makes him a tremendous asset to the foundation’s future.”

Penny represented Minnesota’s First Congressional District in the U.S. House of Representatives from 1982-1994. Previously, he was a member of the Minnesota State Senate from 1976-82. Most recently, Penny was a Senior Counselor at Himle Horner, a Twin Cities-based public relations and public affairs firm, and co-chair of the Humphrey Institute Forum at the University of Minnesota.

Arne Fogel

Arne appears frequently as a singer at the top jazz venues in the Twin Cities, and served as the opening act for Rosemary Clooney during her December 2001 appearance at Orchestra Hall in Minneapolis. He regularly hits the high-school-college-community meeting lecture circuit with songs and historical presentations of popular music and entertainment figures, was chosen from nationwide auditions to participate as a FELLOW of the 1998 EUGENE O'NEIL THEATER CENTER CABARET SYMPOSIUM in Waterford, Connecticut, and was a lecturer, performer, and conference consultant to the Hofstra University (Hempstead, New York) conference "BING! Crosby And American Culture" (2002). In 2003 Arne Fogel wrote, co-produced, and hosted a special program "Moments To Remember", presented in the 3M Auditorium of the MINNESOTA HISTORY CENTER.
